Police officer indicted on assault charges against teenager

Thursday, July 18 2002, 15:27

LOS ANGELES, California - Jeremy Morse, the Inglewood police man seen on an amateur video beating a black teenager, was indicted Wednesday by a Los Angeles County grand jury on one count of assault.

A three-year veteran of the police department, Morse could face three years in jail and a fine of US$ 10,000 when he is arraigned Thursday.

Morse
Jeremy Morse: "I had a bad day, let the beatings begin."
The incriminating video shows Jeremy Morse punching and throwing on the trunk of his police car 16-year-old Donovan Jackson.

The Police say Morse and other police pulled up behind Jackson and his father Coby Chavis, who were at a gas pump at a convenience store. They noticed that Chavis has expired license plates on his car and decided to ask him some questions. They also found upon questioning that his drivers license was expired.

Apparently Donovan Jackson had an issue with how police were questioning his father, so he allegedly got out of the car, and according to police started acting "confrontational."

For fear of their safety, police decided to handcuff the youth to calm him down. Police reports state that Jeremy Morse said he began striking Donovan Jackson after the handcuffed youth grabbed his testicles, causing "extreme pain."

Mitchell Eugene Crooks, who shot the video with his own camera, is an unemployed northern California man and a fugitive since 1999, convicted for driving under the influence, hit-and-run and petty theft. He was flown to Auburn on Friday to serve a seven-month criminal sentence.

The police face civil and criminal suits, and Morse has been suspended with pay until decisions are reached in the case. (Zone81.com)

Caesar's Commentary

Let me get this straight, he beat up a handcuffed teenager because the teenager grabbed his "package?" How do you grab with handcuffs on? And is a handcuffed person a threat to your safety?

I think the police are in trouble this time. Obviously he was taking pot shots at a black kid, venting personal frustrations.

King
Rodney King: "All I did was smoke some crack and now I have 5 million dollars!"
In 1991 America saw Rodney King, who was admittedly high on crack, handcuffed and taking kicks to the stomach and punches to the face from friendly LAPD members. Interestingly the amateur video also picked up the sound of officers yelling racial derogatory terms at Rodney King while beating him half to death on the street for about 10 minutes. In that case too, the officers claimed he was a threat to harm them. (Uh, yeah, I believe that...)

In 1997, Justin Volpe from the New York police was convicted and jailed for sodomizing an arrested Hatian immigrant, Abner Louima, with a broken broomstick in a NYPD bathroom with another officer holding him down. This attack lacerated Abner Louima's large intestine, and required 6 surgeries to repair. Again the police said that Louma was a "threat" to police safety (He was arrested for brawling outside a bar and accidentally hit Volpe who was standing behind him. A REAL threat).

In Rodney King's case and in Abner Louima's case, both victims received a generous payoff (each one got over $5 million) and the assailants were jailed. This month's case will probably follow this pattern too. What if they were never caught on tape, and how many times does this happen that we do not see? As an American, I can honestly say that the police there scare me. They are constantly abusing their power to take out frustrations and prejudices on citizens.

However, the bottom line is that if these crack-smoking, no-license-holding low-lifes were following the law in the first place none of this would have ever happened. But that still does not give the police "free negro beating" licenses either.

Caesar you done good until the last paragraph. In 99.999% of cases like ones the you mentioned, there is no threat to the officer. What is happening is America is breeding its own version of jack-booted thugs to keep the citizen in check. Before anyone flames me; several items to consider a. I am an American b. I'm not living in the USA for many reasons c. one of the reasons has been caught on video tape.
Nigel
Yes the police may be brutal, however the citizens need to shape up. I have never had any experience with police because I never put myself in a position to be. I do that by following the law. These idiots need to follow the law, then the police would leave them alone, Will.

Will what did you do that got caught on video? I am dying to know...
Dope
Will are you a liberal or something? Voted for Clinton didn't you?

To Nigel: When the people fear their government, you have tyranny. When the government fears the people, you have liberty. Thomas Jefferson. To Bunny Hiro: Like Nigel I've never had a serious run-in with the jack-boots, but, given 'probable cause' what happened in Inglewood could happen to anyone regardless of their race. To Dope: Do you enjoy living down to your 'handle'? I live in a foreign country because any country that allows a slug like Bill Clinton to become president isn't a fit place to live. Will.

Will,Clinton is a slug, but a successful slug.Unlike the the current slime, who is an unsuccessful one.

I wonder what the situation is in Japan... Has anyone here got into trouble with the police? I mean, real trouble, not just a ticket. I heard that, as courteous and smiling as they can be when they give you a ticket, they are very viol... er... efficient when it comes to more serious matters.

I accidentally let my visa expire and tried to go home. Authorities got me at the airport, did a tough act on me. Japanese can only act tough because they don't scare anyone. In the end I paid 7000 yen and they said bye
CB
I trained Aikido for a year with the Tokyo Riot police. Nice bunch of guys, maybe 2 out of the 10 were actually what you'd call tough. It is funny when you think about it. The Japanese police don't scare anyone, and there is less crime here in Japan. I guess it means scary cops don't help.
Dope
Actually CB it is because the arrest rate in Japan is 95%. The reason being there is nowhere to run away because it is so crowded and no space.

I think that african americans are looked at more by police officials mainly because of their race. This is coming from a white male whos father is a police officer. I should know a thing or two.

We have a major problem here in the U.S.,its called forgetfullness. the majority of people in this country have tried very hard to forget that the simple fact that this society would NOT be as advanced as it is if there were not people outside in the feilds doing thier work for them for free! In doing so provided a lot of spare time for some people to SIT around and think up things like this internet, the industrial age, space exploration and such. These same people also want to forget that they benefit from thier fore-fathers greed, violence and hate. Now when the economy can no longer support the wishful asperations of the ruling class, those same forgetful people are finding as many ways as posible to keep all the money, all the good respectable jobs, and all the self respect to themselves. Some of us want to actually help those in our communities, not make money off their misery, but that seems to be a threat to the "norm" ! I truly believe that all police officers should be mandated by law to live in their patrol areas, that would put an end to the "zookeeping" that seems to be going on in most of our inner cities, and police agencies should look a lot harder at poor people that want to be cops, we don't have the "us and them" mentality, we don't fear each other, and we damn sure don't beat people for fun. Stop lying, Stop stealing, Stop cheating, and Start playing by the rules YOU wrote!
One black man's thoughts
Cops have nothing better to do other that mess with people (mainly minorities)--it is why many of them became cops--to abuse their power. Just recently I was arrested for publc intoxication and resisting arrest--in the resaurant that served me the alcohol during happy hour--all because I asked for a refund when the restaurant took my last two beers that I had paid for(it was a violation of TABC for me to have the two drinks at once but they failed to inform me of this, I only found this out after filing a complaint)--now for a while I wasn't even under arrest until the officer pushed me--why did she push me? Hell I don't know but I was then maced repeatedly and attacked by restaurant personnel--they even stole my watch--How is that for justice? Many cops REALLY do suck!!
Many of you are truly idiots!
No body likes the police until they need them. Yes their are some police officer out there that give the police a bad name, but if you consider the type of people they have to deal with on a regular basis, you can't blame them for
Some of you are truly idiots!
No body likes the police until they need them. Yes their are some police officer out there that give the police a bad name, but not all are that way. If you consider the types of people that they have to deal with on a regular basis (drunks and criminals) and the type of treatment they often have to endure, it is easy to understand why they worry about their safety. Some of you are complaining about your treatment when you were arrested, (One black man's...) but were you being completely cival when you were drunk? I think not, that is probably why the police were call in the first place. It is just easier to blame the police than to accept that you might have been an idiot that day.
police not only assault blacks
I am white I had a shoulder injury a few years ago..$300,000 worth When cops went to put handcuffs On me I tried to tell her that my arm could not go back. But she said I am law and I am the boss. So she took my arm brought it all the way back and my shoulder came completly out of the socket and I was screaming in pain.. then she gives me a ticket for annoying the neighborhood. and resisting arrest..
Hey Dope, you are stupid
That is the most assanine statistic I've ever read. What the f**k are you comparing it too? 95% arrest rate....... there is no such thing as an arrest rate............I think the statistic you are looking for is crime rate.... Say it with me........CRIME RATE!
Seems to be a lot of bullshi**ers responding here
I think your run ins with the law and you're subsequent rants on this posting are proof of your idiocy. Yes...some cops are racist, but.................you can not generalize. Yes...some blacks are crackhead lowlife criminals, but....................you can not generalize. Yes...some whites are oppressive power hungry bastards, but.........................you can not generalize. Yes...some immigrants (of any race or creed) are objectionable because they are not like us, but.................you can not generalize about people whom you do not know.

Americans of color need to take note of what our brothers in Irac are doing to American troops. The police in the U.S occupy our lives the same as those poor assholes who were led to believe they are liberating Irac's from Sadamn. I hope every soilder in Irac dies a painful, slow death and spend eternity burning in hell. Dido for American police forces. Take ame, get the enemy in your cross hares and take him down.
dsowens
Americans period need to be behind our troops and police. Who are you going to, when terror is at your front door
Duh
Grab with handcuffs on? Are you really unsure how to do this? Ok, put on some of those kiddie cuffs and turn around. Feel till you find what you are looking for and grab it. Wah-Lah!! As to "roughing" the kid up. How bout I grab your package and give it a little twist to see how you react (I am not gay btw). Bet you get a little defensive too. Liberalism is a disease not a political decision.
Look at the pic, dickweed
and you will see a defenseless kid getting beat up. Nobody in their right mind could say that is justified. No matter how republican-politically brain-washed you are.
Shingo
dsowens: Is it your democratic duty to question your government and it's arms of authority. Anything else will mean innocent people and nations being attacked and abused.
Happened to me
I must confess that I did not think too much about this until I was the subject of abusive behavior by the police (not near as bad as the examples mentioned here). Last night my parked unoccupied car was hit by another driver. My car was found with the other car jammed into it. The driver of the offending vehicle was nowhere to be found. I called the police. When the police officer arrived he said that the other driver might not have known that he hit me. I said something like, "Officer, I respect what you are saying, but to me, it seem obvious that the driver of the other car would know that he hit my car." The officer screamed at me, "Of course, that because you think you are the victim!" Later, the other driver showed up. When he tried to separate his car from mine, he drove it forward a few feet. Then, his foot slipped on the gas (or something like that) and the car rolled back into my car again (!!) doing further damage. I said something like, "Oh, man, not again!" The officer turned on me. He screamed something like, "Just calm down! I have taken about as much off you tonight as I am going to take." I said something like "Certainly, sir." Later, after talking to a guy who is familiar with working with police, I was told that I had come very close to being arrested. I am a white, middle-aged guy. I did nothing wrong. I was respectful to the officer and I never became confrontational with either him or the driver of the car who hit mine. I was pretty shaken by the whole thing. My experience, however, was minor compared to many, who are assaulted, or worse. I can't imagine what it must be like to be a minority person and feel your are targeted for this kind of abuse or worse. Those of you who understand this problem have found a new sympathetic ear--mine.
